i was wondering what else i can do to help performance
i have a 1997 4runner 2.7 liter base model 4x4 5 speed manual
i have a k&n cold air intake and straight pipe exhaust
the stock motor makes around 150 hp
the intake is a little more than 5 hp
i dont know about the straight pipes (i would like to know, if anyone knows)
is there anything i can do to help

There are alot of things to do to any motor, all about time and money...
Always the basic, none real HP bearing upgrades are
Spark plugs/wires
Air intake
Muffler/exhaust system--can get you HP if your current one is in crappy shape
Increase throttle body
More real mods, growing in HP
Headers---get you a little HP
Port and polish the head--good HP
Cams---even more HP
Big mods and even more money and more HP
Oversized pistons
oversized intake and exhaust valve/can do with head work previously
Transmission mods/clutch (no hp) but can help it get it to the wheels better
Turbo your motor
If I left anything out go for an addition to the list, but this is all that comes to mind at the moment...

what would be most overall gain for a limited budget

Nothing... Common sense could tell you anything that involves opening the motor is going to cost money, even if you do it yourself.
You can throw on some headers for about $500-$800, that will help with low end torque thats for sure.
I really think on this motor the best bang for your buck though would be new heads with an aftermarket camshaft, but that would run you a pretty penny. Check here for prices and info http://doaracingengines.com/index.html
