I have a 99 4Runner, and when I push the brake, my right parking light goes out. I have changed the bulb, and now I am pretty sure its an electrical problem....If anyone can help please let me know.

Sounds like you have some wiring crossed up somewhere. Have you had anything installed recently? trailer harness, fog lights, anything like that? Check all bulbs and sockets and make sure a bad connection did not cause a plug end to melt together and short.
Good luck

Generally if a light goes out it has a poor ground and is grounding through the brake bulb. check the ground on the affected light.Toyota grounds are generally white with a black tracer.

i had simular prob with my 94'. I traced it down to 2 melted wires just above steering column, about 3 weekends on scratching my head and tracing wires under dash.

Sounds like you just put the wrong type of bulb in when you replaced it. Try another bulb. The fast blinking you're getting is just telling you that there is a bulb bad some where. I'd bet you just got the wrong type of bulb installed.
