98 4Runner Vibration/Road Noise -110K miles
 
I feel noticeable vibration (roughness) in the steering wheel while driving(considerable tire noise also).

Rear propeller shaft U-Joints and wheel bearings are fine.

I had to replace the front calipers and have the rotors resurfaced sometime ago due to warpage. Front wheel bearings the problem?

Any other suggestions ?

Several suggestions - could be tire balance, warped rotors (yes, again), alignment, worst case scenario - other steering components failing..

Could be your bearings, maybe when you pulled the rotors off to re-surface them you didn't tighten them enough or overtightened and now the bearings are toast? Also uneven tread wear can cause vibration, pulling to one side and road noise. It may even not be visible wear too, it only takes a little bit. Like the other guy said, could be tire balance or other steering components. If the rotors and repacking of the bearings was done recently i would start there. If you jack up the front end, grab a tire with one hand on top and the other at the bottom and pull back and forth (pull with top hand while pushing at the bottom and vise versa), if you can feel any play then the bearing is the problem and needs to be inspected and tightened. There should be zero play.
