1997 4runner No Low Beams
 

I have been working on a 1997 Toyota 4runner. The vehicle has no low beam headlights, however the high beam headlights work great. I have replaced the hi/low on off switch for the lights on the colum, I have also checked the fuses and relays and the bulbs them self. So my question is.... What to check next? What am I missing?
