Just purchased a 2003 SR5 that didn't come with the spare tire kit,
including the tool to lower the spare. Anyone know where I can get
a kit (without paying an arm and a leg for it).

Congrats on your purchase! You're definitely going to love the 4th generation 4Runner- it's scientifically proven to be the most superior of all generations..at least according to this happy owner of a '03

As for procuring a replacement spare tire kit, I personally source my parts from toyotapartszone.com. All of their parts are OEM and they're offered at a discount of about 30% off of MSRP. Never had a bad experience with them
