Headlight question 2000 4runner Limited HELP
 

My sons 2000 4runner has what looks like an automatic headlight sensor on the left side of the dash. That being said it doesn't appear to have automatic headights. What gives? This vehicle is new to us and we do not have the owners manual. Any help would be appreciated.
