Instrument Panel Lights Not Working? HELP!?

I just bought a 1996 4Runner SR5. It so far seems in excellent condition. Although tonight I went to turn on my lights and the headlights came on fine but I had no instrument panel lights and all of the driving\parking lights do not come on. The instrument panel, driving\parking lights do flash when I activate the JT3 aftermarket alarm that has been installed prior to me purchasing the vehicle. So I am pretty sure it is not the bulbs and I have checked all of the fuses and they are all good. Why would these lights work only when the alarn is activated but not when the lights are turned on? Could this be a relay problem? Could it be a dimmer switch malfunction? It seems to me that it may have nothing to do with the alarm considering they work the way they are supposed to for the alarm. How would I test the main relay for the lights to check if that is the problem?
