Turn signals are flashing emergency!

Both my left and right turn signals on my 2004 4Runner activate the hazard lights. Help! Could this be a fuse issue?

I had this happen to me when i wired it for towing, i.e., so it could be towed. If someone has put any trailer hookup connections on it then you could be shorting the voltage from either blinker to both sides.
