Default Knocking noise from power steering pump

Please help, my 92 Runner has recently developed a knocking noise from the area where the power steering pump is located. This knocking is louder when cold and when making turns. The mechanic told me that it could either be the steering gear box or the pump itself. I don't think the gear box would make this noise during engine idle and in park with the wheels pointing straight forward because I can still here it just not as loud.Does anyone have an answer? The steering gear is $650.00 for the part and labor to replace. Please help, thank you Chris
