Default UHO - Unidentified Hanging Object

My daughter slid off of the road during a rain storm a few days ago and upon returning home we noticed a plastic object attached to a piece of black wire approximately 12 - 16 inchs long. The wire served no purpose other than holding this black plastic object. The little black object has a magnet on one side. The wired was attached to frame about half way between front and rear tires on the passenger side of vehicle.

I purchased this 1998 2WD 4Runner about 7 years ago and have never noticed this thing under there. The 4Runner has the Toyota RS3000 Alarm system on it.

I have no idea what it is for and the local Toyota dealer service department has no idea either. Here are a few pictires.

Default No one seen a part like this??

The black wire in the pictures is there only for attaching it to the frame underneath and it appears as if there were no wires attached to this piece or whatever this piece was holding. It almost looks like something for a GPS unit possibly or a "chirper" for an alarm system (which it has). It was attached in away that the only part that it would reach was the muffler. The round piece on the one side has a pretty strong magnet in it, but to me it looks like this piece was a holder of some sorts

Any help would be greatly appreciated!!! Thanks!

You know, I didn't even think about that one. It could have belonged to the people I bought it from because it's not ours. It makes sense though, i just haven't seen one like that and it just didn't click. I'm going to look around and see if I come up on one that looks similar.
Thanks alot, this thing has been bugging me since I posted!
