VIN Confusion

VIN Confusion
The 2006 SR5 4Runner I'm interested in has a VIN:
JTEBT14R068033469
The ad and dealer say its 4WD, it has a dash selector for High/Low, however the Toyota site (http://fleet.toyota.com/html/vin_decoder.asp?) translates this to a 4DR/2WD because of the 4th digit (B).
The dealer checked and matched the VIN on the vehicle with its paperwork and examined the car and says it's still 4WD.
Am I missing something here?
Was Toyotajust sloppy in their VINs?
