i've got a 1996 toyota surf japanese import. log book registered as a light utility 4x4 with a private/light goods taxation class. this makes it unacceptable to pass the the new 2012 low emission standard for london. to solve the problem it needs to re-registered as an estate - which it is. but toyota uk won't give out a letter of confirmation because because it it is an import and they claim the specification for japan could different to that of the uk

if i cat get the dvla to change the log book to transport for london's satisfaction its going to cost over 2000 pounds to fit a filtered exhaust by a recognised supplier - a total rip off because just a few suppliers have the monopoly as t/l have/will only issue a license to sweat hart companies. does anyone else have this problem or have found a solution.
