Default Engine chocking

I have a 1997 4Runner my problem is after travelling for about two hours at a speed of 120mph, the engine starts chocking, I mean reduces speed by refusing to speed more than 60mph even when I press the gass pedal to the dash board, but after stoping for a 30mins rest then it will pick up speed again but later develope the chocking feeling again, someone said its the fuel pump, should I change it, I really wonder what is happening, can anyone advice pls
