Starts Then Dies 2 seconds later

So i have a 94 4 runner with the 3.0 efi V6. I recently took the head off and ive now got everything put back together. It will start and run for 1.5-2 seconds then die. weird thing is it will only start if i cycle the key all the way off and then start it again. if i dont cycle the key all the way off it will just crank forever without even trying to fire up. i used a jumper wire on the Fuel pump but that did nothing. i pulled out fuel pump and it looks beautiful. put a new fuel filter on and still the same results. also it will run perfectly with starting fluid so timing, spark, airflow seem to not be the issue. My next guess would be injectors but Im just so confused why it only starts of the key gets cycled fully off.
