hesitates and is very unstable when cruse control is set. Plugs and wires have been changed. No code is present. Have taken to Toyota dealership with no luck. Even when cruse not set vehicle is very sluggish.

Anybody got any ideas

Is the CEL on? Has the MAF been cleaned?

Edit: sorry just noticed you said no code. Is it misfiring or just sluggish but smooth?

 

Just had the MAF replaced after cleaning it couple of times. It appears to be a miss because the tach falls off when it happens.

 

Without a CEL it could be lots of things but if you haven't had a tune up in a while plugs and wires would be a good idea. What's coming to mind though is the TPS. Without a code confirming though, I don't want to tell you to go buy one. You can check them I think for certain ohms with a multi meter. The FSM has procedures.
