99 4runner from 0 to 5mph about twice a day in sputters and backfires under the hood. while it is doing this there is no exceleration then it is fine. Does this sound like spark plugs and or coil? thanks for all help and suggestions

just changed spark plugs and the problem remains. seems to do it when engine is cold during excelleration only.
